First: service messages (non-template, free-form replies) that were previously free within the 24-hour customer service window will become billable at the utility rate. Second: the first 1,000 service messages per business number per month remain free, counted from the first message of the month and reset at the start of each calendar month with no rollover.
Third: utility templates sent inside the 24-hour window, which were free since July 2025, will become billable at their standard rate (SAR 0.0401) from October 2026 onward. How to reduce cost after October
- Stay within the 1,000 free service message allowance where possible: your first replies to customers each month are free up to that threshold.
- Let customers initiate the conversation so your replies use the service window rather than a paid template.
- Batch utility notifications into a single message rather than multiple separate messages to reduce the number of billable messages.
- Keep your templates approved and up to date to avoid send delays or the need to retry.
- Estimate your monthly cost using the calculator before launching any campaign.
Frequently asked questions
Are WhatsApp service messages still free?
No. From 1 October 2026, service messages are billable at the utility rate (SAR 0.0401). However, the first 1,000 service messages per business number per month remain free, and the allowance resets at the start of each calendar month with no rollover.

They are now billable from 1 October 2026. Before that, utility templates sent within the 24-hour service window were free (since July 2025). From October they are charged at the standard utility rate of SAR 0.0401 regardless of when they are sent.
Do I need to do anything before 30 September?

How many free service messages do I get?
1,000 service messages per WhatsApp business number per month. The allowance starts counting from the first message of each calendar month and resets automatically at month start. Unused allowance does not roll over.
Does Connect Wasl add fees on top of WhatsApp message costs?
